„Implementing the possibility recorded in the Memorandum of the Council of Heads of State of the Commonwealth of multi-speed progress in the CIS, the variability of forms of participation in its activity, and advance towards deeper integration between countries ready for closer coordination of work in different spheres, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on March 29, 1996 signed the Treaty on Deepening Integration in the Economic and Humanitarian Fields. Noting that the aim of the Treaty is to create in the longer term a Commonwealth of Integrated States, the sides confirmed their membership of the Commonwealth of Independent States and their readiness to exercise integrative processes within its framework. Later, on April 2, 1996, the Russian Federation and the Republic of Belarus, confirming their membership of the CIS and of the Treaty between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation, signed the treaty on forming a commonwealth deeply integrated politically and economically with the aim of pooling together the material and intellectual potentials of their states to boost the economy and create equal conditions for raising the living standards of peoples and for spiritual development of the individual“
